Good news for international students: The DHS has just done one of its 180 degree pirouettes. In the face of multiple federal lawsuits and fierce opposition from hundreds of universities, the Trump administration today repealed a rule requiring international students to leave or leave the country if their schools had taught entirely online because of the coronavirus pandemic. The DHS has agreed to completely repeal the ICE guidelines of July 6, 2020 and the frequently asked questions of July 7, 2020 and to repeal all implementation guidelines. The status quo, based on the agency’s guidelines of March 13, 2020, remains in force.
