On January 9, 2020, USCIS published one Notice in the Federal Register Announces the implementation of the H-1B registration process for petitions related to H-1B. USCIS notes:
The first registration period for H-1B petitions begins on March 1, 2020. From this date, applicants with an H-1B degree, including those eligible for higher education exemption, must first register electronically with USCIS and the fees pay the associated H-1B registration fee before you are entitled to properly submit an H-1B application document for the H21B numerical allocations for the 2021 fiscal year. USCIS intends to complete the first registration period on March 20, 2020 and to announce the actual end date on its website. After the initial registration period expires, USCIS will conduct the initial selection process, and petitioners with selected registrations can petition H-1B for those selected registrations during the appropriate registration period.
