The Quebec Experience Program was suspended by CAQ in 2019. In 2018, 10,711 people were enrolled in the program, of which 5,146 of those admitted were post-secondary graduates. The CAQ has stated that the suspension was due to the province becoming a victim of its own success. In other words, the popularity of the program meant that it was discontinued. As of 1 November 2019, 300 subjects previously accepted as part of the PEQ have been removed from the list. Through this step by CAQ, people in the province feel abandoned and confused on their way forward.

What is the Quebec Experience Program (PEQ)?

The PEQ is an immigration program that should serve as a quick way to permanent residency in Quebec. This program was launched in 2010 and should be used by students and people working in the province for more than a year. The key feature of the PEQ program was the Quebec selection certificate that each individual received. This certificate was issued within 20 working days instead of the 2-3 year waiting period for non-PEQ programs.

How does a change in PEQ affect students?

Originally, the changes to PEQ should be applied unilaterally, which would have already hurt the students in Quebec. However, Immigration Minister Simon Jolin-Barrette has since softened his stance and agreed to include a grandfather clause. This clause would allow students to complete the program and apply for permanent residency. This grandfather clause was implemented after students joined forces and visited the National Assembly to ask the government to change their minds. The following day, the grandfather clause was announced. However, this change means that prospective students hoping to settle in Quebec may find it difficult to do so.

What are the changes to PEQ?

Each year, the eligible subjects are reviewed. This may affect the students who came to Quebec as part of this immigration. You may only enter Quebec in a supported field to remove it from the list before completing your studies.
