I have a younger brother. He kisses and sucks on my chest and I kiss his belly
and suck his nipple as a token of caress. Is it permissible
Reply: Wa alaykum as-salam wa rahmatullah wa barakatuh.
I pray that you are fine.
While it may not be as sinful as you described, it is better to reverse this practice.
The Awra of a lady in front of siblings
The lawyers have found that a lady is allowed to show her neck and chest to her mahrams, and one may also touch what one may look at. For example, a brother may hold his sister's hand if there is nothing inappropriate.
The problem here is that in all Muslim cultures siblings generally do not show a woman's breast, and people would go to great lengths to avoid it. The mere legal admissibility does not mean approval. There, Sharia recognizes valid cultural practices that support its principles – do not contradict.
Here, the promotion of modesty would be the underlying cultural impulse. Even mere legal admissibility means no advertising and approval.

Shaykh Abdul-Rahim Reasat He began studying Arabic grammar and morphology in 2005. After graduating in English and History, he moved to Damascus in 2007 to study and sit at the feet of some of the most learned scholars of our time.
Over the next eighteen months, he learned a traditional curriculum from scholars such as Shaykh Adnan Darwish, Shaykh Abdurrahman Arjan, Shaykh Hussain Darwish, and Shaykh Muhammad Darwish.
In late 2008, he moved to Amman, Jordan, where he completed his studies for the next six years in Fiqh, Usul al-Fiqh, Theology, Hadith Methodology and Commentary, Shama'il, and Logic with teachers such as Dr. Ashraf Muneeb continued. Among other things Dr. Salah Abu'l-Hajj, dr. Hamza al-Bakri, Shaykh Ahmad Hasanat and dr. Mansur Abu Zina. Shakh Samir Jabr and Shaykh Yahya Qandil gave him two licenses to study the science of the Qur'an.
His true passion, however, came in the presence of Shaykh Ali Hani, who was considered by many to be one of the most important tafsir scholars of our time, providing him with the keys to comprehensive knowledge of the Koran. With Shaykh Ali he was able to study a comprehensive curriculum on Koranic studies, Tafsir, Arabic grammar and rhetoric.
When he finally left Jordan for Great Britain in 2014, Shaykh Ali gave him his clear blessing and still recommends that students in the United Kingdom visit Shaykh Abdul-Rahim for Koran studies. Since his return, he has trained as a therapist and helped a number of people overcome emotional and psychosomatic problems. He is a keen promoter of emotional and mental health.
