This bridge must be completed and opened. One of the things we did is tell Julius Berger two weeks ago that they need to complete and open the bridge. Even if the construction of the Wharf Road is complete and the bridge has not been opened, we will still have the same problem. "

The vice president blamed the congestion on Lagos Port's access roads for bad roads and increased cargo volumes. He accused former administrations in the country of giving up the streets in order to deteriorate into their current state.

He said, "The port of Apapa was built to handle 38 million tons of cargo. Now 84 million tons are transported. So it is too small for the volume it handles and has led to too many trucks being driven into the harbor.

"When we had the problem for the first time and I came to Lagos, we noticed that all the roads around Apapa were bad, and we agreed that we would repair the roads. We agreed to bring Wharf Road down to mile 2. We have almost completed the road around the harbor now; Then you drive all the way to mile 2. We need to repair the roads, if these roads are not repaired, we will continue to have the problem. "

However, he identified the repair of roads, the revival of the rail network and the revival of ports outside the Lagos area as a long-term solution to the Apapa traffic jam.

"But for a long-term solution; Three things have to be done. The first is that we are now building the Lagos Kano Railway, and the first phase is Lagos-Ibadan, which starts from the port of Apapa. Many goods are evacuated by rail. The Lagos-Ibadan phase should be completed in January 2019 and hopes to complete the construction of Kano in about two and a half years.

"The second is that we have other ports. We have Calabar, which we dredged to about 10 meters. So we have to make sure that we can redirect traffic there. If we can divert traffic from the Lagos ports, this will help, but the problem will not be fully resolved as 60% of the business in Lagos will be handled. So if people import goods to Nigeria they will want to use them in Lagos. This is the problem we have.

"So we'll do the railroad, we'll finish the roads, and then we'll fix the other ports; It will definitely make things much better. After completing the railroad across the country: Port Harcourt-Maiduguri, Lagos-Calabar, Lagos-Kano; once we have repaired the railroad; Rail is the best way to transport goods across the country, inland port, dry dock, we should do that.

"Once we've repaired the infrastructure, the Apapa affair is a small thing, because it will increase the economy and manufacturing activities, and people can easily move their goods from one part of the country to the other," Osinbajo added.
